European Space Agency seeks proposals to improve cyber security of space systems

The European Space Agency (ESA) has once again opened the opportunity for Estonia to contribute to the development of space cyber security via the ESA General Support Technology Programme (GSTP).

Extended deadline! The Estonian Space Office space cyber security call for ideas will remain open until 31 December 2020.

The Ministry of Economic Affairs and Communications paved the way for the space cyber security initiative  in the ‘Estonian space policy and programme 2020-2027’. The long-term goal of this cooperation between Estonian entities and ESA is to create an opportunity for Estonian companies to validate their technology, products and services in orbit and to improve Estonia’s ability to protect space infrastructure and services. The first step toward developing Estonia’s cyber security missions focuses on developing software solutions, whereas in the next phase combinations of hardware and software will be possible. The goal for the future is to produce an entire satellite or experiment on board a satellite to test the technical solution as a whole.

As a result of the first call for ideas related to space cyber security in early 2020, three Estonian companies –SpaceIT, CybExer and CGI Eesti – entered into contract with ESA to jointly develop a satellite operations simulator for cyber exercises. The second call for ideas will focus on software solutions for security testing, security risk management or protection of space assets, communication with said assets, data integrity etc. Proposals for cyber exercises that can be performed in space or on-Earth simulators may also be submitted.

The call for ideas is open until 14 December 2020 (new deadline 31 December 2020). The ideas submitted must have follow-up activities which lead to a product or service entering the market. Co-financing and the involvement of partners from Estonia and other countries is also welcome. If a proposed solution uses existing or developing technology, the double financing of activities must be avoided in budgeting. Feasibility studies are not eligible for submission.
